Why is supplementary time necessary for a visa request?

Given the time to write the letter and covention d'accueil/note verbale and have the necessary documents stamped and sent to the person concerned in order for them to go to the relevant consulate in their home country, extra time is necessary to better plan their time in the region, their work and for the GAO to anticipate the subsistence to be paid.
